The City of Hanford is recruiting one (1) vacancy in the Utilities and Engineering department. The position will plan, organize, direct and coordinate the activities of the wastewater treatment plant (WWTP) division including compliance with regulatory requirements; coordinate treatment and sanitary sewer collection system activities with other divisions and City departments; and provide highly complex staff assistance to the Utilities and Engineering Director.
Duties may include, but are not limited to, the following: Develop and implement division goals, objectives, policies and procedures. Plan, organize and direct treatment plant activities including laboratory and sanitary sewer collection system activities and operations. Direct, oversee and participate in the development of the WWTP and sanitary sewer collection system work plans; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures. Prepare the division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget. Recommend the appointment and termination of staff; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the division. Manage, administer, and monitor service contracts; evaluate service performed and cost for services performed by external vendors and contractors. Ensure that required regulatory reporting and industrial billing is completed accurately and on time. Oversee WWTP laboratory and ensure that lab maintains Environmental Laboratory Accreditation Program (ELAP) certification. Prepare proposals for special projects; oversee bidding process and contractor selection. Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. Research and prepare technical and administrative reports; prepare written correspondence. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. MINIMUM QUALIFICATIONS Knowledge of: Principles and practices of wastewater treatment plant and sanitary sewer collection system operations and equipment. Modern office practices, methods and computer equipment. Principles and practices of organizational analysis and management. Budgeting procedures and techniques. Ability to: Organize and direct the wastewater treatment plant and sanitary sewer collection system operations. Experience and Education Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Five years of increasingly responsible experience in wastewater treatment and sanitary sewer collection system operations, including two years of administrative and management responsibility. Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in wastewater treatment or a related field. License and Certificate Possession of, or ability to obtain, an appropriate, valid California Class C driver's license. Possession of a Wastewater Treatment Plant Operator Grade III certificate or appropriate license as determined by the State Water Resources Control Board.
